Tournament Rules for Ligi Ndogo E.A. Cup 2014

Ligi Ndogo East Africa cup is played by FIFA and Ligi Ndogo rules and regulations with the exception of the amendments set out in the tournament rules.
Classes A (U9), B (U11), C (U13),D (U15) and E (U18) are featured in the tournament.For the second year running,we will have an added class F for under 16 year old girls.


Jury Teams will be expected to manage their internal affairs failure to which Ligi Ndogo will come in as an arbitrator.
All decisions made by the jury are final and cannot be appealed.

Tournament rules are divided into 3 sections:

Chapter 1: Match Rules
Age Classes
U9   7 a-side born after Augsut 2005.Time 10 minutes one way.Ball size 4.
U11 9-a-side born after August 2003.Time 15 minutes/half.Ball size 4.
U13 9-a-side born after August 2001Time 15 minutes/half.Ball size 4.
U15 11-a-side born after August 1999.Time 25 minutes/half.Ball size 5.
U18 11-a-side born after August 1997.Time 30 minutes/half.Ball size 5.
GIRLS U16 11-a-side born after August 1998.20 minutes/half.Ball size 5.
Each team is allowed two (2) players over the stipulated age by no more than three months.


Uniforms
If uniforms are too similar, the away-team will switch. Cover vests/bibs can be borrowed from the organizer.Away/home teams will be determined by the flip of a coin.
Players' Equipment All players must use shin guards / shin pads and soccer boots.Team officials are responsible for players' equipment at the start of the game. Lack of use of shin guards is not a protest basis.   

Attendance
All teams are required to be present and ready in uniforms by the pitch where their game is played at least 5 minutes before the match begins. Teams that do not meet the stipulated match time, without much reason, lose the game on "walk over". 




Schedule, weather conditions and movement of combat
If weather and ground conditions do not allow the planned use of the playing fields, the organizer reserves the right to change the game system and game plan, and possibly make a complete cancellation of the tournament.

In case of too many entries in some classes, the organizer reserves the right to cancel the entries or combine.Please note:Registration fee once paid is not refundable or transferable.

Match progression
Age 9 Will be pooled in four groups of four teams each,age 11 four groups of four (4) teams,U13 four groups;U15,U16 (girls) & U18 four groups of four teams each. 

Preliminary matches
Teams will play league basis in their pools. The top team in each group qualify for a semi final berth.The top two teams in the U15 and U18 qualify for the semi finals.In the U9 to U13 winner of the pool qualifies for the semis

The order in each group is determined by:
  • Scoring (3 points for a win, 1 point for a draw, 0 points for loss) 

  • Goal (the similarities are made with the most goals scored, etc.)     
  • Mutual settlement
  • Penalty  or Coin Throw
Draw result after regular time in the playoffs
Penalty.

All teams participating in the 11 – a-side football will play a minimum of 3 games each.
Chapter 2: Competition and sanction rules
Protests and deadline

All protests must be brought to attention of the coordinator before kickoff
Any complaint must be submitted in writing to the Jury of Ligi Ndogo through the coordinator within 10 minutes after the match is completed.
Alert At any objection to the conditions during the match the referee is to be informed before the referee leaves the pitch.
Protest at the age In the event of protests of age, the protesting team themselves must point out those player(s) the protest is for.  General objection to the whole team will not be accepted. 




Protest Fee When the protest is delivered it shall pay a fee of 2000KSh. The fee will be refunded if the protest is accepted. The jury's decision is final.
Red card
FIFA regulations for warnings and penalties apply with necessary modifications and the following additions:
Quarantine
It is up to the jury to determine sanctions for a ban. The penalty shall be determined in accordance with guidelines from the  Ligi Ndogo jury. The decision by the jury is final.
If the player has committed a misdemeanor that involves exclusion from two or more games, the player / club receive written notice.
Summary Right Sent off players have the right to give the jury a written statement in relations with the red card. Such an explanation must be in the hands of the jury / secretariat no later than 30 minutes after the final whistle.
One match ban If the player is sent off because of a violation that the Ligi Ndogo  guidelines involves a match ban, the player is excluded from the next game. If red card is given in the last game of the tournament, the player does not get a ban.
Multiple match ban If the player is sent off because of a violation that the Ligi Ndogo guidelines involves more than one match ban, all matches will be served in the tournament. The battles that cannot be served in the tournament is transferred to the upcoming mandatory games. Tournament jury will inform the circuit the club belongs to that the quarantine are not served in the tournament, and that it must be served immediately after the team is out of the tournament. 






Yellow card
Ligi Ndogo regulations for warnings and penalties apply with necessary modifications and the following additions:
Quarantine
Players awarded 2 yellow cards will automatically sit out team's next game. Then, the player shall sit out a game for each warning given.
Team leader responsibilities Team officials and player duties independently to ensure that the quarantine regulations are followed in the allocation of warning.
Age Class 9 - 11 years
These classes do not use warning. The referee shall advise the players if he has committed offenses that are normally subject to a card.Offending players may be banished to a sin bin.
In case of the under 9 (Class A),goalkeepers can only take goal kicks with the ball on the ground.Back pass is also allowed.If the goalkeeper handles the ball outside his restricted area (D),there shall be an automatic indirect kick.

Behavior of fans, clubs / teams, coaches, managers and practitioners
Inappropriate behavior by managers, etc.
Referees/organizer/coordinator shall report to the Ligi Ndogo jury of obviously inappropriate behavior from a club / team, fans, coaches and managers in and in connection with matches.
The team leader's responsibility to ensure that everyone associated with the club / team, the fans / parents are not acting in a manner that is obviously inappropriate, indecent or likely to damage the sport's reputation. Clubs and teams may, in accordance with the Ligi Ndogo laws,be imposed sanctions by the tournament jury for violations of the tournament's own regulations.


Inappropriate behavior by athletes
The jury may impose sanctions for athletes outside the jurisdiction of the referee acting in a way that is obviously inappropriate, indecent or likely to damage the sport's reputation.

Improper Conduct
Conduct considered obviously inappropriate, indecent or likely to damage the sport's reputation is when players, referees, officials and supporters verbally or otherwise acting so other players, referees, officials or spectators will be subjected to abusive behavior. 


Procedural
The jury will seek to obtain testimony from the involved parties and clubs are required to attend for jury summons. If they fail to meet this will be used against them by the decision of conviction and sentence. The jury may obtain report from the referee observers in cases where this is appropriate.
The jury's decision is final and can not be appealed. 

Automatic exclusion
Coaches and managers that the referee removed from the playing pitch neighborhood or from the team staff area during the game, lose the right to lead the team the rest of the match, and are excluded from the next game in the tournament for the same team, unless no other information is available from the jury.

Exclusion of more games
If the exclusion provides 2 or more games exclusion, the coach / leader is excluded from having a function on any team until the sanction has been served. Such sanctions are communicated in writing.

Summary Right
Sent off trainer / manager are encouraged to provide written explanation to the jury after the game, no later than 20 minutes after the match ended. If this explanation is not available, the jury's decision will be based on the referee's report.
CHAPTER 3: Rules for playing eligibility
General
All players must be eligible to play for the club they represent and for the tournament's rules for eligibility to play.tournament

Team photos will be taken on the first day of tournament.No other player will be allowed to join squad after the photo has been taken.
 


For the age classes 9,11,13  years can do the following:
Please note Players cannot participate on a team in its own class and on a team in an older class. On the roaster the player shall not be listed on more than one team sheet . However, it is also unacceptable that players can participate in both an 11-a-side and a 9-a-side team. On the roasters the players must be listed on the appropriate teams.

Proof of age
All players must be able to prove their age by showing a satisfactory original/copy of birth certificate or passport.
Please note:It is the  jury that decides what is adequate proof of identity;passport or birth certificate are not absolute proof of tournament eligibilty.In case neither document is available,the coordinator will decide on eligibilty of the player.Please note that vetting is an ongoing process and the coordinator can intervene and disqualify a player/team at a later stage if found in violation.

Roasters
All teams should well before the first game deliver the list of players . A player is not eligible to play in the Ligi Ndogo E.A. tournament  before being listed on this roaster.
Use of non-eligible player to play
All players must be eligible to play .The team that has used a non-eligible player loses the game. In addition, the jury may impose sanctions.
Team leaders must ensure that players who participate on the team are not registered as eligible to play for another club.
Moving around
The jury can move a team to another class if the sporting reasons require this.
